Manamela Promoted As Higher Education Minister is Fired

After more than 7 years as deputy, Buti Manamela is promoted to replace the former Minister of Higher Education Nobuhle Nkabane, who has been fired after weeks of controversy.

For the last few months Higher Education and Training Minister Nobhule Nkabane has been mired in controversy. 

The former Minister was widely criticised when she issued a list of people to take up the roles of Chairperson at the 21 SETAs. The list was widely comdemned as not included individuals with relevant experience - but rather favouring political insiders.

Things got worse when the former Minister tried to deflect the blame to officials who had advised her. But then Terry Motau denied publicly that he had headed the committee that suggested the appointments. 

Things haven't got better. Only last week the former Minister snubbed the Parliamentary Portfolio committee which is tasked with supervising the Minister. She declined to appear at a meeting.

President Ramaphosa has now acted and the Nkabane has been fired.  Promoted to full Minister is Buti Manamela who has held the Deputy Minister position in the department very ably for more than 7 years.

Manamela has been in parliament since 2009 and was previously the Deputy Minister in the Presidency. 

In a move that is highly ironic, one of the individuals who was considered a controversial choice for a Seta Chairperson, is to take over as Deputy Minister. The new Deputy Minister will be former KZN Premier Dr Nnomusa Dube-Ncube.

"President Ramaphosa has in terms of Section 93 (b) of the Constitution appointed Dr Nomusa Dube-Ncube, Deputy Minister of Higher Education and Training. Dr Dube's long government leadership experience includes serving as MEC for Coopertaive Government and Traditional affairs and Premier of the Province of KwaZulu-Natal amongst other roles. Section 93 (b) empowers the President to appoint no more than two Deputy Ministers from outside the Assembly".
