NSFAS Surpasses Targets Set For Funding Students

Despite facing various challenges, the National Student Financial Aid Scheme (NSFAS) exceeded its funding targets in 2024. This was confirmed by Deputy Minister of Higher Education and Training, Buti Manamela.

In 2024, NSFAS funded over 500,000 university students, surpassing its initial target of 417,938 students. Manamela described this as an "overachievement" and a reflection of the government's commitment to expanding access to higher education funding.

Ensuring that students from working-class and low-income backgrounds receive financial aid remains a priority. Despite budget constraints, NSFAS has exceeded its initial targets, allowing more students to benefit from free higher education,

Challenges Facing NSFAS

While NSFAS has made significant strides, its operations have been affected by corruption concerns and administrative inefficiencies. The Department of Higher Education and Training (DHET) is optimistic that the appointment of a new NSFAS board will enhance allowance payments, student verification processes, and institutional accountability.

The scheme came under scrutiny following the dissolution of its previous board and subsequent placement under administration. The former Higher Education Minister, Blade Nzimande, dismissed the board due to ongoing funding delays, mismanagement, and corruption allegations.

These issues led to late student allowance disbursements, frustration among beneficiaries, and allegations involving the former NSFAS CEO in a corruption scandal. Additionally, a lack of institutional capacity and failure to implement recommendations from the Werksmans Report contributed to service provider contract irregularities that delayed critical student allowances for food and accommodation.

New Leadership and Reforms at NSFAS

In April 2024, Nzimande appointed Freeman Nomvalo as NSFAS administrator to address these challenges. His term ended in February 2025 with the appointment of a new NSFAS board, aligning with the administration period's terms of reference.

Following this, Waseem Carrim was installed as the new NSFAS Chief Executive Officer (CEO) to drive reforms and restore confidence in the scheme’s administration.

The government remains committed to strengthening NSFAS and ensuring that financial aid reaches students efficiently and transparently.
