Postbank Faces Scrutiny Over Sassa Card Migration

Postbank is under pressure to accelerate the migration of social grant beneficiaries from expiring Sassa gold cards to new Postbank black cards. With the revised deadline of 20 March 2025 approaching, concerns persist about the efficiency of the rollout.

The South African Social Security Agency (Sassa) distributes social grants to millions of vulnerable citizens, requiring a mandatory card replacement. Originally, Sassa assured beneficiaries no gold cards would expire until all recipients had transitioned.

However, in early 2025, the agency announced the cards would cease functioning at the end of February, triggering public anxiety. This deadline was subsequently extended.

Ministerial Meeting Highlights Operational Shortcomings

A recent meeting between Minister Sisisi Tolashe and provincial Members of the Executive Council (MECs) for Social Development, dubbed MINMEC, revealed significant criticisms of Postbank's handling of the card migration.

Attendees reported "inhumane conditions" at distribution sites, including inadequate ablution facilities, excessive queues, and exposure to harsh weather.

Furthermore, the limited number and poor location of replacement sites, forcing beneficiaries to travel substantial distances, were highlighted. The capacity of these sites to process the volume of applicants was also questioned.

Progress Reported Amidst Ongoing Challenges

Despite the criticisms, Postbank reports progress in the transition. As of 21 February 2025, 716,900 beneficiaries had successfully migrated to the black cards. Since the 14 February extension, over 126,660 new cards have been issued.

Postbank achieved a record-high daily conversion number of 29,006 beneficiaries. This is a noteworthy development given that card replacement conversions were historically low due to beneficiaries’ response levels.

To expedite the process, Postbank has expanded its distribution network, activating 237 additional Spar retail outlets within the next ten days.

The number of tellers at existing sites has been increased to three to five, depending on demand. Sassa is providing support by deploying staff to distribution sites and extending operating hours from Monday to Saturday, with some sites remaining open until 8 pm.

As part of the initiatives to grow capacity within the already existing sites, Postbank has also increased the number of tellers in the card replacement sites nationally from 2 tellers to up to 3 -5 tellers, depending on the business of the site.

Continued Access to Grants with Limited Card Functionality

Sassa has clarified that beneficiaries will continue to receive their grant payments after 20 March 2025. However, gold card functionality will be restricted. Those who have not replaced their cards will be required to visit a Post Office branch to access their funds.

How To Locate Replacement Centres and Required Documentation

Postbank has provided the following instructions for beneficiaries to locate their nearest card replacement centre:

  • Dial *120355#
  • Select option 1
  • Choose your province

A list of available locations will be displayed.

When collecting a new card, beneficiaries must present their valid South African identity document (ID), or a temporary ID if the original has been lost. Those collecting on behalf of another person must present an official Sassa proxy letter. Asylum seeker grant beneficiaries are required to present their official Sassa approval letter.
