A unique opportunity to contribute to Nation Building
The Quality Council for Trades and Occupations (QCTO) vision is access, success and progression for all who want a trade, occupation or profession resulting in a skilled, productive and employable citizenry.
The QCTO is a Council established under the Skills Development Act for standards generation and quality assurance for all occupational qualifications.
The QCTO is looking for highly motivated, competent and professional individuals for the following positions:
CHIEF DIRECTOR: OCCUPATIONAL QUALIFICATION DESIGN, PROVISION MONITORING AND EVALUATION AND RESEARCH
Reference number QCTO 002
SALARY: All inclusive remuneration package R 830 502 PER ANNUM
The successful candidate will be responsible to direct, control, oversee and manage the Chief Directorate: Occupational Qualifications Management
The key functions would be as follows:
Direct and manage the Chief Directorates planning and expenditure Direct and manage the Chief Directorates capacity, capability and resources
Direct and manage the QCTOs work related to Occupational Qualification Design and Occupational Qualification Design regulations, guidelines and criteria
Direct and manage Occupational Qualification Design provision monitoring and evaluation and research methodologies, processes, systems and databases
Direct and manage Occupational Qualification Design Provision and monitoring and evaluation and research partner and stakeholder relationships and capacity building
Oversee and control Occupational Qualification Design Development Quality Partners (DQPs)and Occupational Qualification Provision accreditation and performance management
Direct and manage Occupational Qualification design and, provision targets achievement
Direct and manage Occupational Qualification Design best practice and implementation statistics research
Oversee and control Occupational Qualification Design and Occupational Qualification Provision performance, relevance and impact management
The successful candidate will also oversee the work of the Directorate: Occupational Qualification Assessment, Foundational Learning, Certification and Appeals.
Requirements:
A minimum of 7years managerial experience, at least 3 must be at a senior level, preferably in the education, training and development sector A recognized and relevant post graduate degree or equivalent qualification In depth and current knowledge of Government policies and strategies on qualifications and skills development
In depth knowledge and understanding of the National Qualifications Framework Act, Skills Development Act, Public Finance Management Act, National Skills Development Strategy III, qualification and curriculum development, and SAQA qualification registration process
Good interpersonal, strategic, leadership and communication skills, financial and human resources management, presentation skills, planning and organizing skills, analytical and innovative thinking, negotiation skills, change and diversity management, computer literacy.
CHIEF DIRECTOR: CORPORATE SERVICES

SALARY: All inclusive remuneration package R 830 502 PER ANNUM
The successful candidate will be responsible to direct, lead and guide the QCTO financial, human resource, marketing and information technology support services, quality and performance
The key functions would be as follows:
Direct and manage Corporate Services (CS) operational planning and expenditure Direct and manage Corporate Services capacity, capability and resources
Direct and manage Corporate Services policies, procedures, systems and databases
Direct and manage Corporate Services relationships and capacity building
Oversee and account for the QCTO budget, financial and supply chain management functions and practices
Oversee and account for the QCTO human resources and administration functions and practices
Oversee and account for the QCTO marketing, advocacy and capacity building functions and practices
Oversee and account for the QCTO information technology systems, functions and practices
Requirements:
A minimum of 7 years managerial experience, at least 3 of which must be at a senior level, preferably in the public administration/government sector A recognized and relevant post graduate degree or equivalent qualification
In-depth and current knowledge and understanding of the Public Administration, the Public Service Act and Public Finance Management Act, Treasury Regulations related to public entities, Labour Relations Act and Skills Development Act
Good interpersonal, strategic, leadership and communication skills, financial, human resources and supply chain management, presentation skills, planning and organizing skills, analytical and innovative thinking, negotiation skills, change and diversity management, computer literacy
DIRECTOR: GOVERNANCE, STRATEGY AND SECRETARIAT SERVICES

SALARY: All inclusive remuneration package R685 200 PER ANNUM
The successful candidate will be responsible to oversee and manage the QCTO governance, strategy and secretariat services, performance and impact
The key functions would be as follows:
Direct and manage Governance, Strategy and Secretariat Services (GS&SS) Unit planning and expenditure Direct and manage Governance Strategy and Secretariat Services HR capacity, capability, and performance, and unit resources
Direct and manage Governance Strategy and Secretariat Services policies, procedures and systems performance and compliance
Direct and manage Governance Strategy and Secretariat Services relationships and capacity building
Direct and manage the QCTO Council and committees secretariat and support services
Direct and manage the QCTO strategic and operational plans development and implementation
Direct and manage the QCTO regulations, policies and agreements relevance and compliance
Direct and manage the QCTO risk management strategy and auditing arrangements
Requirements:
A minimum of 5years managerial experience, at least 1 must be at a senior level, preferably in the areas of strategy management, policy management, risk management,governance and/or auditing A recognized and relevant degree or equivalent qualification
Knowledge and understanding of King III, Public Finance Management Act and Treasury Regulations related to public entities and Skills Development Act
Good interpersonal, strategic, leadership and communication skills, financial and human resources management skills, presentation skills, planning and organizing skills, analytical and innovative thinking, negotiation skills, change and diversity management, computer literacy
DEPUTY DIRECTOR: OCCUPATIONAL QUALIFICATION DESIGN: QCTO (3 posts)

SALARY: All inclusive remuneration package R 434 505 PER ANNUM
The successful candidates will be responsible for managing the QCTOs occupational qualifications design, development, publishing and impact work.
The key functions would be as follows:
Manage the work of one or more of the QCTOs Occupational Qualification Design Cluster Units work with regards to planning, expenditure and performance monitoring.[Note: where an applicant has a particular interest in working with one or other economic sector or occupational cluster this should be indicated in the application. This is not a requirement however]
Contribute to the design and development of, and then ensure compliance to, QCTOs occupational qualification designs regulations, guidelines and criteria
Manage Occupational Qualification design systems and databases functioning and effectiveness
Advocate occupational qualification development in priority areas identified in sectoral or national strategic plans
Manage Occupational Qualification partnership establishment and performance monitoring
Manage Occupational Qualification Partners (DQPs) and stakeholder relationships and contribute to their capacity building
Manage Occupational Qualification registration, publishing and quality maintenance
Manage Occupational Qualification design targets and practices achievement
Manage regulated learning programme and international qualification evaluation
The successful incumbent should have:
A minimum of 3 years managerial experience, preferably in the field of occupational qualification development A recognized and relevant Diploma or B degree qualification
Knowledge of government policies and strategies on qualifications and skills development
Knowledge and understanding of the National Qualifications Framework Act, Skills Development Act, and National Skills Development Strategy III.
Knowledge of the QCTO occupational qualification and curriculum development process and the SAQA Qualification registration process will be an advantage
Good interpersonal, communication skills, financial and performance management skills, presentation skills, planning and organizing skills, problem solving skills, report writing, computer literacy and negotiation skills
DEPUTY DIRECTOR: OCCUPATIONAL QUALIFICATION ASSESSMENT (3 posts)

The successful candidate will be responsible to manage the QCTOs occupational qualifications Assessment Quality Partners (AQPs), including their practices, performance and impact.
The key functions would be as follows:
Manage the work of one or more of the QCTOs Occupational Qualification Assessment Cluster Units planning, expenditure and performance.[Note: where an applicant has a particular interest in working with one or other economic sector or occupational cluster this should be indicated in the application. This is not a requirement however]
Contribute to the design and development of, and then ensure compliance to, QCTOs Occupational Qualification Assessment regulations, guidelines and criteria
Manage Occupational Qualification systems and databases functioning and effectiveness
Manage Occupational Qualification Assessment needs analysis and contribute to the development and implementation of solutions to needs identified
Manage and control Assessment Quality Partner (AQP) establishment and compliance to Service Level Agreements entered
Manage provider and assessment centre accreditation and workplace approval according to QCTO policy and procedures
Manage learner certification according to QCTO policy and procedures
Manage assessment appeals and complaints outcomes
Contribute to Occupational Qualifications best practice identification and the diffusion of lessons learnt and support research into AQP impact research
Requirements:
A minimum of 3 years managerial experience, preferably in the areas of occupational assessment and moderation A recognized and relevant Diploma or B degree qualification
Knowledge of government policies and strategies on qualifications and skills development
Knowledge and understanding of the National Qualifications Framework Act, Skills Development Act, National Skills Development Strategy III.
Knowledge of the SAQA Qualification Occupational Qualifications assessment and moderation practices will be an advantage
Good Interpersonal, communication skills, financial and performance management skills, presentation skills, planning and organizing skills, problem solving skills, report writing, computer literacy and negotiation skills
Note:
All qualifications will be subjected to verification. All successful candidates will be required to sign an annual performance agreement and be subjected to security clearance. Prior to appointment selected Chief Director and Director candidates will be required to write a competency assessment test. Selected Deputy Director candidates may also be required to do so.
Successful candidates at Chief Director and Director level will be required to disclose his/her financial interest.
