    I would start right at the grassroots level, spending more monies (at least 60% of the available funding) on education from Grade 'R' to Grade 12. In doing so I would ensure that students leaving Grade 12 will have the capacity to perform adequately in institutions, workplaces and careers of their choice. That's where the problem began, that's where it must get fixed!
