The following issues have to be addressed prior to implementation of Learnerships. This preparation will demand close co-operation between Setas, the Departments of Education of Labour, and the provider.
- Equipment providers to be able to provide education and training programmes responsively.
- Prepare trainers. Prepare project managers (in the case of learnerships for SMME development).
- Develop curriculum.
- Secure courseware and equipment.
- Train assessors (where different from trainers).
- Register assessors. Design of learnership contracts.
- Establish work experience opportunities.
- Develop database.
