Anyone assuming the role of an ETD manager needs to be able to do a number of things:
• Be competent to develop strategic and operational plans for any skills development project.
For example, if their organisation is offering a learnership, the ETD manager must be competent to develop a project plan which maps out the objectives, outputs, processes, responsibilities, timeframes and resource requirements for the project.
• Providing education and training that is NQF-accredited requires that organisations should have quality management systems in place.
ETD managers therefore need to be competent to develop and implement systems, tools and processes for managing the quality of the learnerships, skills programmes or other education and training they aim to deliver.
• Research nationally and internationally shows that the role of HRD managers has begun to shift. Particularly in organisations that face uncertain market conditions, staff often need to be able to learn on the job and from the job - they need multi-skilled, flexible, self-managerial and teamwork competences.
The role of HRD managers thus requires them to be able to embed education and training within workplace processes.
The content of the ETD Management & Quality Management Module
The ETD Management & Quality Management Module equips existing or prospective ETD managers with thecompetences to do all the above.
It provides an experiential understanding of project management, the role of HRD in learning organisations and the development and implementation of quality management systems.
Participants in the programme analyse the management requirements of education and training in their organisations, and bring this analysis along to the week-long contact training.
Here participants share their challenges with one another and work together in developing the systems and tools they will require to meet these challenges.
“learning sets” - study and work groups - can be set up during the week-long session.
“learning sets” require participants to work together when back in their organisations.
During each week of self-study and work experience participants work together in their groups to achieve particular outputs.
These outputs cumulatively lead to the development and implementation of project plans, quality management systems and learning organisation strategies.
