The Quality Council for Trades and Occupations or QCTO was established under the terms of the Skills Development Act to oversee occupational qualifications from design to certification. The Quality Council for Trades and Occupations (QCTO) has embarked upon a series of provider capacitation workshops. These have covered the Technical Vocational Education and Training (TVET) Colleges, and are now working through nationwide sessions for private providers of skills development.
