The Quality Council For Trades and Occupations (QCTO) is in charge of developing occupational qualifications, and supervising the skills development providers who deliver the training.
The Quality Council for Trades and Occupations (QCTO) is one of South Africa’s three national quality councils responsible for education and training. Established under the Skills Development Act and reporting to the Department of Higher Education and Training (DHET), the QCTO’s primary role is to oversee the design, development, quality assurance, and certification of occupational qualifications in South Africa.
What Does the QCTO Do?
The QCTO’s core mandate includes:
- Developing and maintaining occupational qualifications on the Occupational Qualifications Sub-Framework (OQSF), part of the National Qualifications Framework (NQF).
- Accrediting Skills Development Providers (SDPs) and assessment centres to offer QCTO-approved qualifications and conduct assessments.
- Quality assurance of education and training programmes related to trades and occupations.
- Issuing certificates to learners who successfully complete occupational qualifications.
- Supporting artisan development and contributing to addressing skills shortages in priority sectors.
Examples of QCTO’s Work
- Occupational Qualification Development: The QCTO works with industry experts and Sector Education and Training Authorities (SETAs) to develop qualifications such as Electrician, Chef, Health Promotion Officer, and Software Developer.
- Accreditation of Training Providers: The QCTO accredits private and public institutions to deliver occupational qualifications and workplace-based training aligned with industry needs.
- Trade Testing: The QCTO manages the implementation of the Trade Test Regulations, including the Decentralised Trade Test Centres (DTTCs) for artisans.
- Occupational Certificates: The council oversees the issuing of nationally recognised certificates to individuals who complete registered occupational programmes, including artisan qualifications.
