The National Student Financial Aid Scheme (NSFAS) has made significant strides in improving its allowance payment system, as reported in the first report to the portfolio committee on Higher Education since its administration in April 2024.
There's a lot of expectation on the part of the students. Students expect that if they qualify for NSFAS, for student funding, they will be paid on time, their allowances, their accommodation [and] their tuition fees.
NSFAS provides crucial financial support to deserving South African students enrolled in approved higher education programs. This support covers tuition fees, registration costs, and various NSFAS allowances for essentials like food, accommodation, and learning materials.
However, NSFAS faced significant challenges prior to its administration, including inefficient fund distribution, failure to implement recommendations from the Werksmans report, and a substantial backlog of appeals.
Deputy Minister of Higher Education, Buti Manamela, emphasized the importance of NSFAS in providing critical funding to deserving students.

Since the scheme's administration, NSFAS has implemented new allowance payment systems aimed at ensuring students receive their funds promptly and efficiently.
Key Improvements
One improvement has been reduced transaction costs for NSFAS allowances.
The new system has significantly lowered the cost of distributing allowances to TVET College students. Previously, each transaction cost NSFAS R22 and students R10. The new system reduces costs to less than R1 per payment.
NSFAS is said to have not received any complaints about non-payment of allowances since the new payment system for TVET college students was introduced in May. The transition to direct payments via NSFAS's internal banking system has streamlined the process and reduced transaction costs.
While these improvements are commendable, NSFAS administrator Freeman Nomvalo acknowledged that challenges remain. The payment of accommodation providers continues to be a significant concern, as some students have faced evictions due to unpaid allowances.
The burning issue is that we still need to pay on time, for instance, last month as of now in August we were supposed to pay on the 31st of July but we couldn't. We ended up paying at the beginning of August. When we pay that late, accommodation providers debit orders as has said they bounce their credit score with their financiers get affected.
NSFAS is committed to addressing these issues and ensuring that all eligible students receive the financial support they need to succeed in their studies.
