In response to the income lost by workers due to the Covid-19 related lockdowns, a relief scheme was introduced to supplement their income.

The Unemployment Insurance Scheme (UIF) is in charge of the distribution of funds related to the Temporary Employer/Employee Relief Scheme (TERS).

TERS benefits ensure that workers who lost income due to Covid-19 related lockdowns are provided with some relief.

However, many people attempted to defraud the system. In October 2021, the UIF revealed that more than R900 million was recovered from individuals who tried to defraud the fund. 

To prevent individuals from wrongly benefiting from the UIF TERS benefits, the UIF introduced several verification checks.

The UIF explained, “Where errors are raised which create a possibility of risk, the UIF reviews these and places a hold on the application. Some risk holds are temporary and may be lifted once risk factors have been assessed. Others are permanent holds or outright rejections based on the business rules aligned to the directives”.

Here Is What UIF TERS Benefits Risk Error Codes Mean

Deceased Employee

Received a date of death before making payment. All unpaid claims for this individual will be blocked with this error.

Deceased employees are eligible to receive payment up until 1 day before the date of death. No action required from employer – UIF developing system to release valid payments. 

If the individual is in fact alive, please check the ID number is correct, if not, re-capture claims with valid ID. If the ID number is correct, please contact Home Affairs to resolve incorrect status. 

Applicant has active claim

A qualified 'normal benefits' claim, e.g.: maternity or illness, for the same or overlapping period, is found for the applicant in Siyaya. This avoids double-dipping

Will remain a rejection – dates on TERS overlaps with dates on Siyaya. Dates on TERS can be changed via a discrepancy on TERS. If the problem is on Siyaya then the date on UI19 must be changed or refund process must be followed.

Overpayment recorded

Overpayment of TERS benefits has been made by UIF. Employer has been informed to refund, but no Refund Template, stipulating details of individual and refund, has been submitted to UIF for settlement and updating of records.

Please refund the nominated UIF bank account and complete refund template (all individual data) and send to [email protected] with Proof of Payment.

ID No. is On Hold on the UIF Database

The ID has been placed on UIF due to suspect activities on the ID. This may relate to claims unrelated to TERS.

No action by the employer. 

Applicant already received TERS benefits from LAP - TERS

The applicant received benefits from LAP TERS (for the same overlapping period) and hence cannot claim benefit from UIF TERS

Will remain a rejection – no payment due to the client. 

DPSA Employees cannot claim TERS benefits

These are individuals who are working for DPSA and hence cannot claim TERS benefits.

Will remain a rejection – no payment due to the client.

Applicant is younger than 15 years at the time of application.

The applicant is younger than 15 years (and below legal working age) when calculated on the shutdown start date of the payment period. 

Will remain a rejection – no payment due to the client.

Inmates are not eligible for TERS benefits

The employee was reported to be in Prison during the Period of TERS claim and cannot claim TERS benefits

Will remain a rejection – no payment due to the client.
