South Africa's Department of Social Development (DSD) faces significant budget cuts, potentially slashing R20 billion from its social grants fund. This reduction could have severe implications for millions of vulnerable South Africans who rely on these grants for survival.
The DSD oversees approximately 20 million beneficiaries of permanent social grants, administered by the South African Social Security Agency (Sassa). Additionally, around 8 million people currently receive the Social Relief of Distress (SRD) grant.
As the SRD grant approaches its end date, concerns are growing about the potential impact of budget cuts on these vital support programs. Many fear that millions of South Africans could be left without crucial financial assistance.
During the MTBPS, Godongwana indicated that the government may pivot to job creation instead of extending the SRD grant:
Over the next three years, 30.6% of the population will receive some form of social grant. And this is… excluding the Covid-19 social relief of distress grant. The government will also spend R3.4 billion on job creation initiatives in 2024/2025.
Neil Coleman, a senior policy specialist at the Institute for Economic Justice, highlights two key points from Finance Minister Enoch Godongwana's Medium Term Budget Policy Statement (MTBPS) that shed light on the government's plans for the SRD grant:
- Potential Cuts to Social Programmes: The R20 billion reduction to the DSD budget suggests that certain programs may be cut. However, given the constitutional mandate for social security, it's unlikely that permanent Sassa grants will be affected. In fact, these grants are expected to increase with inflation in April 2025.
- Uncertainty Surrounding the SRD Grant: The SRD grant is scheduled to end in March 2025. While there were initial plans for potential extensions, the MTBPS hints at a shift towards job creation initiatives instead of extending the grant.
"17 million people now applying for the grant every month are in the dark as to whether the SRD Grant is going to continue from March next year and this is in the face of commitments by the president in the state of the nation address and again in the state of parliament address to improve and extend the SRD grant."
When commentators said that this is now a decision by the government to terminate the Grant I caution that we mustn't prematurely say that the government will terminate the grant. But there are these mixed signals that are causing a lot of confusion, dismay and distress.
The conflicting signals from the government have created uncertainty and anxiety among beneficiaries. While President Ramaphosa has emphasized the constitutional importance of social grants, the National Treasury's stance suggests a potential termination of the SRD grant.
Coleman urges the government to provide clear and definitive information about the future of the SRD grant, ensuring that millions of South Africans are not left in the lurch.
"It's very concerning that the government is not coming out clearly on the matter. They need to set the matter straight. It's not good enough to wait for the president’s state of the nation address in February next year and next year's budget. We need to know now what are these options that are being considered."
